Time Machine for PC?

I do not have a Mac Machine is there a Time Machine for PC? Listening to Lee's 2nd business class Lee mentions Time Machine but I find it is for only Mac.

Not sure if this is what you are after, but Dropbox has a built in feature that keeps previous versions of a file in the cloud. This has saved me countless times when I accidentally saved over a file and could then look through my previous saves and download one before I made the change.
