How to place colors?

I’ve tried using color pallets from other’s illustrations as this is the advice I often hear but even that doesn’t seem to work for me.
I think the reason for this is color ratios which I haven’t been able to find much info on other than the 60 30 10 rule. Even if I’m using a tried and true pallet I might not be able to balance them in the same way because of the design of my drawing.
I feel like I have a pretty good understanding of basic color theory but are there any good rules of thumb on balancing color placement? I know getting values right is import but every time I’ve started with values that look right it looks all wrong as soon as I add in the hues.

@Griffin-McPherson I like the balance of warms/cools you have in the 60/30/10 rule, and I think personally the second example works. I love Ian Roberts' approach to color theory and in his book Mastering Composition he explains sandwiching a warm tone in between two cooler or neutral tones to make the object pop. His methods are taught in oils yet I find this can apply to any medium. It might lend to a more seamless effect you might be after? He has a great YouTube channel that clears up so much confusion for me, so maybe this is helpful...
