LOL I banged my head for hours Friday night. I even downgraded my Photoshop and nothing was working. Till I found that thread with the fix. What i learned? If you downgrade photoshop CC and then re-upgrade you lose all your settings
I freaked out because all of my brushes were gone. Luckily I must at some point saved them out to creative cloud and was able to get everything back.
I am a little disappointed with microsoft for pushing this update out without even testing in photoshop. I get they want you to use their ink space and other apps, but come on everyone uses photoshop.

@chip-valecek So glad you got your brushes back-thank you for posting the solution. I agree with you that is crazy of them not to check that !

@chip-valecek Microsoft's updates have caused both of my computers to randomly crash since the first of the year. I'm officially no longer a fan (almost a hater now, in fact). Thank you guys for finding this fix. I tried and now my pen works side to side but vertical strokes still pan the canvas. I'm going to try to restart and see if that's all it needs.
Edit: Restarting after entering the command prompt fully fixed the issue for me.... until the next update at least.

@chip-valecek - I did the exact same thing - with Photoshop and had to go and redownload all of the Kyle brushes and install them again, and arrange them the way i like them. So I totally feel your pain with all the troubleshooting trying to figure this one out.
