Procreate vs Adobe

I would recommend the ipad + Procreate. It's much more intuitive to learn and use (However I would suggest reading the Handbook if you want to squeeze all the possibilities it has).
If you don't know Photoshop I would recommend you check first GIMP and Krita which are open source software for illustrators made by illustrators.
Photoshop is not an easy software to learn on your own and it wasn't meant for drawing but some years ago it was the only thing we have. That's why so many artist use them mainly.
